Platform.sh did in fact restart the server and I have confirmed that D7 is back - more specifically that https://www.tes.com/store is working (also checked the D7 cms route - https://d7admin.tes.com/)

Response from support ticket https://support.platform.sh/hc/en-us/requests/139358 - looks like identical to issue reported a couple of weeks go and solution was to restart server
